ACER undertook a research and advocacy project focusing on
two areas of informal economic activity: informal employment
and tax evasion. This project consisted of an initial research
and survey phase, followed by a series of six seminars discussing
results of the study, and a final workshop where policies
that would encourage entrepreneurs to work within legal structures
were developed and advocated. The results were published in
a report and released to government officials, journalists
and leaders of the business community. ACER also advised government
representatives on reform policies throughout the duration
of the project.
